    If ISL gets hot it is either soldered wrong or it was killed.

    Check your soldering job, also measure resistance from F7040 to GND and report value....

    Changed R7005 and U7000.
    R7021/22/51/52 are fine.

    What changed: PP3V42_G3H is present this time. Still no green light, PPBUS or ACOK.
    ISL also gets pretty hot.

    Uhm no! R7005 is dead because of a short in U7000. Always change them both. Also check R7021/22/51/52

    ISL will not work properly with missing R7005. Change the resistor first, verify there are no shorts and then make sure you have proper voltage on pin 2 and 3 of U7000 before replacing, unless of course U7000 is causing a short in which case you should just replace that as well.
