Macbook Air 820-3209 keeps rebooting at login screen

Mac startsup and goes to login screen, then reboots and keeps continuing this. Green and orange light present. Fan starts spinning high immediately, not sure if these 3209 also need to spin 3 x before booting like 3437 but this one does not. No signs of liquid damage all clean. What should I be checking?

Does it do the same off a known good external drive?

Try remove wifi card and ssd, these toshiba ssd known for getting very hot and failed. This board doent spin 3x

tried it without SSD and Wifi still the same, fan is spinning very high at power on and after I enter the external boot drive it just shuts down.
