820-00045 from hell

Good evening people,
I have received not 1 but 2 820-00045 with the same issue but not with the same problem.

One of them power cycles, and the other one does nothing.
Pp5v_s5 goes up and down on the one that cycles, and on the other one is 0v.
no shorts on any rail.
Any suggestions?

Probably dead CPU like every other 12" MacBook. If customer needs data, reflow/reball CPU is a good option. If no data needed, then trash.
