820-2533 board fan spinn for 1 sec

820-2533-b board, when i press power switch or shot the power pad , fan spin for 1 sec then stop, green light is there , also when i connect magsafe even there is battery , light does not change, same green light, no orange light

CPU Vcore coming on? If not check all other rails if they come on.
