I know it's hard to catch with multimeter. There is nothing neither on the scope. There is something on Y1905 for a sec when I first attach the adapter, but that's it.

Why would you change SMC? Check short on PPBUS_G3H and replace that damn ISL from a donor board.

This board does not cycle on-off even without bios. I'm sure something else wrong with it.
