I had the same problem with an A1989 and it turned out to be a faulty touchbar - if your touchbar isn't working then i'd try and unplug it then see if it'll let you load the OS. If your successful a replacement touchbar will be required.

I just had the exact same issue on A1989 - a faulty touchbar caused the issue - try to disconnect it and then reinstall the OS.

As a final update to this turns out the problem was the touchbar - it was not lighting up and after replacing it with a new one the machine no longer reboots and works normally.

Diagnostics run - no issues found. The machine is randomly turning off and rebooting however - guess i'll take the board out and inspect it under the microscope.
