I am going to try a new display cable. Could that also cause the touchbar to have that issue previously mentioned? It takes some time for the bar to come on. Touch still works but no display on it.

Sorry I'm not sure what you mean by t-con camera connector. Both sides of the fuse show 5v. Or do you mean on the display board? If so, the test points arent marked..
