Turns out I did actually have it in the right spot. I'm so sick of this board. I removed CB702/3/4 as that's the area my jumper was in and PPBUS_G3H to ground is now 0.1ohms.
I'm an idiot, I really do apologize for wasting your time. A jumper I ran some time ago came loose when I was cleaning corrosion in the area and it seems I soldered it one pad over from where it should've been, a ground pad :|

My thought was the short could be a mosfet because there was no discernible heat coming from anywhere on the board.

battery board was corroded so I didn't bother plugging it in. there was corrosion around Q7065 and Q7401. haven't replaced anything yet. board refuses to boot with by-3200 cable, not sure if the battery charging circuit would stop boot or if there is another underlying issue. sits at 20v 100ma...
I really hate this board. Plugged in to test, heard pop, killed power. Inspected and didn't see anything obvious. Plugged back in and now it's stuck at 5v 45ma. Don't think I've messed with a 5v board so not sure what to check first.
