Nope, not even close. I have a feeling it is connected to the display connector itself - does the backlight even power on/supply the 45v when there's no screen detected? It might have to do with that?

Checked with display attached & backlight IC replaced: 1.6v

External display is functional.

Not tested an external display (yet). I for sure see an Apple logo when plugging in the charger. I'll put on a external display and report back.

I have bridged the two pads. Resistor wasn't working properly (made the keyboard flicker somehow) so I chose for a direct connection between the pads with a jumper wire. It seems to be working just fine. Thank you for your advice!
