2info, i guess I did not leave my probe on PP5V_S5 for long enough yesterday. It starts at the correct 5v then starts bouncing around after a few seconds, I also get that lightning bolt on my fluke on that particular rail. 3V3_SUS and 3V3_S5 also jump around.
I got it working now, this machine has an EFI swap done on it at some point in the past. The solder joints looked so/so, I pulled the chip and resoldered it. The machine boots now. Thanks John
JohnB I inspected R7402/3 area like you mentioned, and while I did not see any corrosion, it does look like someone has reworked this area in the past, most likey U7400 has been replaced.
2informaticos, I appreciate your help unfortunately I had to return the machine to the customer. Those are the correct values 100%. Someone else suggested that the machine was probably dropped forcing the heat sink pillar into the board shorting out the trace. Thats exactly what it looked like...
