    Both lines should be about the same and voltage should be 3.4V on both lines (because of the pull up resistors), could be a bad ISL or a bad SMC......

    diode mode on both data lines from battery connector??

    Check pull up resistor, water damage around BIL connector, unplug BIL, water damage around battery connector, if you are measuring with DMM, voltage should fluctuate between 3.4V to 2.9, never seen go lower than that, on a working LB of course....

    R6990 needs to be replaced, inject 3V on pin 2 from L6995 and see what is getting hot....
