    i wouldn't bother splicing it, i reckon it would be far faster, cleaner and more reliable to replace the cable. IIRC if the cable gets pinched it will cause fast fans due to SDA and SCL lines on it, so if your splicing it better be a perfect soldering job.

    sounds like you are measuring to GND and not measuring across the suspect component. Measure across pin 1 and 2 of the component

    What speed is your ram. a 2879 would require PC3-8500, Sound like you are use 1333mhz modules which will cause no boot/spinning progress bar for ever and ever.

    if you get S0, do you get ALL_SYS_PWRGD? I notice you mentioned you messed with u1950. if improperly soldered or not working correctly it could cause All S0 but no chime.

    You need to reflash the BIOS with a clean ME region. Someones password unlocked it or swapped a BIOS chip for some reason or other, but not bothere cleaning up the intel ME region
