I had the exact same problem ( ppbus at 1.3V and booting on battery )
Solved by redoing the soldering job at U7000, make sure all pins are properly soldered and are in contact with the motherboard.

ALL_SYS_PWRGD is pulsing once
at U1950:
pin 7 is pulsing but not pin 3 because SMC_DELAYED_PWRGD is missing
Also each time I trigger the SMC I hear that little "tic" noise.
Maybe bad soldering job for the SMC or BAD/ not compatible SMC ( not sure if it's coming from the same exact board) but it...

I've disconnected the LIO board, I've just let the power cable and still PPBUS_G3H is 8.20V the board is pulling 0.018A when I use the DC power supply.

Their voltages are around 3.44V as it's "talking" so it's like burst mode at the scope.

I have a similar issue the SSD is not detected when plugged in the motherboard and shows a question mark "?", other ssds are working fine.
So first I thought that the SSD was dead, but when I inserted it plugged it in the USB port this one is seen correctly, once in disk utility I saw...
Already connected new assembly yesterday thanks, as you advised me yesterday also , i've checked everything before turning ON the MBA with the new assembly.
Now I just hope the old assembly has just the flex cable to be replaced and not something else blown inside.
