1V8 and 2V5 was both shorted to ground, injected 1V to 1V8 rail and thermal camera was only showing head at the NANDs.
I suppose there is not much we can do about it ?
Just to conclude the thread, after fixing the resistor above, the ISL was overheating, perhaps a faulty one (after the replacement). I had to replace it again, everything started working as expected.

R7962 is 1 ohm as expected
R7961 is measuring 44 ohms even after removing it from the circuit.
Replaced R7961 with a good resistor. Now power draw starts with 5V and switches to 20.1V, 0.0A.
I will measure voltages further tomorrow, please let me know if this resembles a typical issue...
C7023 = <2.3 ohm, normal isn't it given that R7020 is very low resistance ?

The power draw is steady at 5v 30mA. Although this is quite similar to Louis' TB Rom video I don't suspect that since the behaviour is steady on all four ports.

Clean looking board, the only issue is that the touchpad and keyboard not working. The power button works, touchpad / keyboard pair is also confirmed to be good with another logic board.

SSD is not detected (not with Option Key or Recovery Mode either)
PP3V3 voltages are available. SDD_POWER_EN and SSD_CONN_RST_L pins are high.

I think that's the case, between C7541 and C7500 pin 1s it is 0.5Mohm if I didn't measure it incorrectly. Will check again tomorrow. Thanks for the help.
R5430 is not installed, but the upper pins are reading 8.6v, moreover, C7540/41/42 C7570 all reading 8.6v. Q7520 pin 1 is also 8.6v.
Then C7500, pin 1 reads 1V.
Corroded pads of C7583 (that was removed earlier) are pretty much right on the other side of C7500. It is a bit like 8.6v on the front...
This one came as no power, very small signs of corrosion, cleaned up, nothing creating short or discontinuity. No green/orange light, no fan spin, no warmth on CPU.
It draws 25mA from the charger hence I checked PM_SLP_S4_L, 3.1 mV
Performed the checks on repair.wiki:

After removing R7020, pad 1 = 16.5v, pad 2 = 1v
EDIT: I actually removed F7140 as well when I got the above reading, when I put it back pad 2 drops to 0v.
A water damaged logic board. Cleaned up and replaced quite a few parts. However, eventually hit this issue.
Upon applying power to the board, after about 1 second, R7020 gets extremely hot. There is no short to ground on either side of the resistor and each side reads 60-70K to the ground...
