Without the LIO flex cable connected the fan is not spinning at all.. I gave it its time; nothing.. I probed around; nothing.

RTC = 3.3v
PP5V_S5 = 5V

I returned everything except for UC830 which seems to be bad; I measured in diode mode for its readings, the thermal/ground pad was not in continuity with the pin8 of ground.. and on other legs it read OL.

I measured the capacitor and it was shorted and the one above it shorted as well. I removed the burnt capacitor and short was gone, noticed there was corrosion under the ALS chip, removed it and cleaned the pads on both sides and now it POSTS successfully.
