The board seems to be dead now.
Will go back to basics and measure on all the rails.
Something seems to be warm around the SSD jack, but I can't find exactly where it is.
Doesn't perform an RTC reset, fan turns on to about 50% throttle, after a short while it goes to 100%.
CPU Stays cold, checked for PPVCOMP_S0_CPU and it's 0.2V.
You might have been on the right track with the new DC Board.
Unfortunately it started the single RAM beep, so I've shelved it until later. Possible power related, going by the single beep.
Customer said they returned from holiday and it was dead.
Green & Orange light behave as expected. I can hear a soft ticking when I connect power.
Only corrosion was on C3532 and C7518 was corroded off the board.
I get 40mV at R7547::1 & ::2.

Customer said laptop was dead, no damage to it besides being a bit old.
The board was clean and the only damage was some corrosion on a TP on the trace from U4900::40.

I got the board in under and hour and it went straight into the UC or I couldn't work on it.
Only corrosion I can spot is around C7622, C7317 and C7202. They're all HS_COMPUTING pretty much and all measure 12.58v
U6100 looks good and does the jack.
PPVCC_S0_CPU (Is that VCore on this board?)...
I don't have access to a scope unfortunately.
U6100 and the J6100 look great and beep out ok.
SMC looks spotless, even probe points aren't discoloured.
The only hint I could see is it looked like there was grime around the Camera chip (U3900) so I sent some flux under it.

It was soaked. Board is in okay shape considering
Green/Orange light okay. Originally I was only getting 1.6v on PBus. Sent it through the UC and now PPBus is right, still no power.
Voltages in no particular order:
PP_VRTC_G3H = 3.4v
PP3v3_s5 = 3.3v
PP5v_s5 = 5.02v
PP3v3_s4 = 0v
PP5v_s4 = 0v...
I have been over this board several times now and can't see any corrosion, it's spotless. :'(
PPVCC_S0_CPU seems to be cycling too, my DMM picks up a spike every 10 seconds or so. Guessing it's missing ones in between.
Is there anyway to isolate which side the issue is occurring on?
