SMC bypass still not coming on,

Resistance between pins 17/18 - 3.5 ohms and 27/28 - 20 ohms of the ISL6259 Corrosion near U1900, U6100, or U1950, NONE AT ALL it was all clean except on Q3510

ALL_SYS_PWRGD - when i plug power cord pulses 3.4v twice then stops. when i use R5115/16 pads ALL_SYS_PWRGD goes to 0.57v then back to 0v pardon my stupidity, but i do not know how to start in SMC bypass :(

There was no corrosion at all in this area, and looked again, no corrosion, should I still replace just to make sure is good?
