CPU core voltage is 0v. PLT_RESET_L is also 0v.

Tested with 18.5V on the lab PSU. Drew about 2.8watts but still did not boot when the poweron pads were connected nor did the wattage change at all.

Board symptoms- No sign of life at all. No shorts on any 5V-3V3 S5, S3, S0 rails. No fan spin even when attempted SMC bypass. G3H voltage 13.23V. Draws about 1 watt from wall in regular or SMC bypass mode.

I don't know any history of the board but it doesn't have any water damage. The charger is 85w original apple and it works on other boards and has the full green light. If I were to test with PSU should I just set voltage to 18V and current to max and connect it to the board?

Well unfortunately this has a sad ending as I removed all the capacitors around the CPU and it was still shorted to ground. So bad CPU unfortunately. Probably shouldn't have injected 5V into PP5V_S3. But it's a lesson learned. Donor board now :(
