Make sure you're not putting too much stress on the cable because they break fairly easy, I've had enough "new" cables just not work right because at some point in time they were just slightly bent. Glad its resolved though!

I probably should've made a full reply about this, but I just wanted to add that you should always start with the lowest voltage possible and going above ~1.75V on PPBUS lines can be risky in case its leaking away into the GPU or CPU (Which is probably good for 1/5th of the PPBUS shorts)...
Small correction, you need to increase Amperage. Wattage will not heat things up, its the amparage that will.
Always use a as low voltage as possible and only increase the voltage if you can't increase the amps anymore due to the voltage stabilizing
The resistors are all good, in almost all cases a resistor fails high resistance. The lower resistance measurements are simply because the electricity found a different way to flow
The resistance to ground on PP3V3_S5 is bad though, that shoudn't be so low.
Inject 1V into it and start with...
Short inside of the keyboard's ground to PP3V42_G3H most likely
Monitor the voltage of PP3V42_G3H when pressing the button, it shouldn't fluctuate more then 0.02v at best.
No missing that test point would at best cause issues in S0, but you're not even fully getting into S5

Did the same as all those models that arrived DOA with me. Slowly it builds up a charge but the >500kOhm from the multimeter is already enough to slowly drain this.
Just to be sure, can you see if it works by connecting it to Positive and Negative instead of ground? I think...
Check if if even outputs current.
Set the PSU to 1V, 1A and short the leads. It works it should go into current limit
I've had 3 broken PSUs before I had one that worked, just pay some good money for one. All the <$100 ones are likely DOA in my experience
I think coconutbattery gets the manufacture date from the serial number. I think BBS v1.1 still worked on the 2013 models but I might be mistaken. I remember using it on a Retina macbook before with success though
