Thanks duke the issue was in fact Q6060. I removed it and noticed one of the pads on the chip were gone and the same thing happened with 2 more chips that I pulled from donors. I found a clean one and now the fan is working as it should.

I ran ASD and there were no errors except on the fan section. The setpoint said 1200rpm and the speed was 6059rpm. I checked SMC_FAN_0_CTL and it was again showing 0.05v. What voltage should it be at?

I checked the traces that go from Q6060 and all of them were fine. I put another Q6060 and R6061 on the board but still the same issue remains.
I measured SMC_FAN_0_CTL on pin 2 of R6061 and it still just pulses very quickly at around 0.85v then just stays at 0.05v. Pin 1 of R6061 is a steady...

Okay I replaced U7760 with a new one from digi-key(MAX15053EWL+T) and now I has no fan spin and the 5v/3v3 S3 and S0 rails are missing. I checked for pm_slp_s4_l but there is only a quick pulse when the charger plugged in and then 0v afterwards.
The 1V8_S0 line is not shorted to ground in diode...
I am getting 3.28v on C7780(PP1V8_S0).
Do you know why it would be so high when it should be 1.8v? Could it be due to the U7760 chip I put on? I didn't have a stencil to reball that chip so I just put solder on the pads and flowed it onto the board.
For some reason when I measured PP1V8_S0 on C7780 & C7762 and get 3.28v.
On R7760 I get 3.26v on Pin 1 and 1.09v on Pin 2. Not sure but these measurements don't seem like what they should be.

This board had a small amount of liquid damage around the SMC area and in that area on the other side of the board I replaced several components around that area and have ultrasonic'd the board.
Initially I started by replacing Q5030/50, R/C5329, C4901/20, R5488/89, C5489

This previous thread was marked as solved after I replaced the kbd connector because I thought that solved the issue.
When I put the machine back together and booted the OS again that same row stopped working then after about 10 seconds it...
Replaced connector and now keyboard is working fine. The Backlight cable wasn't plugged as I thought it was because i mistook the microphone cable for the kbd backlight cable.
