Could I get some guidance on finding the problem with the board. I have a new battery for it so should be able to rule the battery out.

I noticed that if I have battery connected charger does switch to 20v but zero current flows.
Another board I have only boots with battery connected otherwise the charger sits at 5volts.
So should these boards be debugged with battery connected to allow charger to get to 20v?

After removing SSD it was able to boot from a macOS installer USB but with no drive installed nowhere to install to.
I put SSD drive back and held Option but I don't get any video output on either internal or external.
I do get external video via USB C but only the Apple logo and a gradually extending time bar that reaches 100% and stops with no further change even after 8 hours.
Re fault history: Customer says he gets black screen mostly but very occasional login screen - not sure if he is referring to start...
Customer reported no display but very occasionally a login screen.
No visible corrosion.

Sadly I wont even get a donor board out of it. Did you put down the 0.45 amps to 0.7 amps as not worth investigating - is it normal or something trying to switch on but switching off?
6 days later. I was hoping for an opinion whether there was any future hope for this board. Customer has become disillusioned and wants the macbook returned.
Student client cant pay for data recovery so fixing the board is the only way.
Is there any further hope for the logic board? (other than a much needed donor ;)
Should the cause of the periodic increase in current draw be looked for or is it normal behaviour?

Student customer concerned about loss of data for university work so what percentage chance do you think 076-00236 hardware might pull data off? Ofcourse I would have to locate that hardware.

Yes Ive had the board alone on desk the whole time - just occasionally trying back in the case for benefit of fans but I suppose thats a bit optimistic!
Ive tried the BIOS above but still no usb activity, video or spinning of the fans via the keyboard ribbon cable in the case.
Could it be lack of a clock signal or is that ruled out somehow? I have an oscilloscope

I haven't collected a BIOS for an 820-00923 A1706 as yet and can't find one on this forum. Is there anywhere else I can go?
