No, these artifacts (in the video) are on the internal LCD. I haven't even bothered testing external functionality yet, because the internal is distorted as shown, etc. :)

Got a unit in that had liquid-damage, but the board had no liquid damage. There were scattered spots of residue, but no corrosion/burning and no critical areas affected. Battery, keyboard and trackpad were all damaged.

Nope, not necessarily. You're assuming that. I've seen several instances where a unit will NOT PRAM reset, and the issue was a bad BIOS. I've also seen a million cases where a BIOS prevents a chime at all; or allows a chime but no other boot progress; or a chime and partial boot; or a chime...
Was probably just a bad cable all along. This is an extremely common fault...the odds of this case having identical symptoms but a different solution are slim. Either the replacement cable you tried was also bad (especially if you pulled it from another untested/bad unit), or the "new" or "used"...
Already installed High Sierra APFS update? If SSD has High Sierra and the 3437 doesn't have the APFS (boot ROM ending in .B00) update, and the 00165 does, the 3437 won't "see" it.
Check pin out of SSD for 3437 vs. 00165; I feel like someone has asked this before and it did not work.
This seems to have resolved; haven't seen any warnings or anything in 4 or 5 days. Never got any prompts/warnings for any other sites or forums, only this one, but it appears fine now. Haven't changed anything on my end or anything.
If it chimes, it's reaching the BIOS stage. Does it chime and PRAM reset with LCD disconnected by chance?
If no physical damage, I'd try a new BIOS. Don't just clean the ME on the same BIOS, use an entirely new BIOS.

Thanks, Aprendiz. If I have ppbus at 13v, does that not eliminate the USB-C drivers? Or could one of the drivers still be bad despite the board powering on (and trackpad clicking)? Display connector and cable both good. This is a board-only sent in to us for repair, so we're using our own test...
OK, I actually found that the trackpad cable was a bit crooked and not completely connected. I re-seated it (it appears to have been replaced at some point), and now the fan is not turning on, and the forcetouch actually works when the unit turns on. Now I just have no video and no light on a...
Working on a 2nd 820-00840 with very similar symptoms, but this one had liquid.
-- PPBUS is present at 13v
-- ALL_SYS_PWRGD is present at 3.3v
-- 3v3_s0 and 5v_s0 both present and proper
-- All CPU and memory rails I've checked all appear to be present and correct voltages.

Working on the first non-liquid A1708 820-00840 unit I've seen yet. This one powers on (no charger noise), no chime (normal), no video/backlight, and fan ramps up to full speed gradually. Inspected board completed, no liquid anywhere. Tried a new BIOS to be sure, and same behavior.

Just replace trackpad cable already. The keyboard isn't working because the trackpad cable is bad. Also possible the trackpad itself is bad, but super unlikely.
Duke, any returns on the test units you sent out? I have ~5 out there now (1 00138, 1 00163, 3 3662), no returns yet, fingers crossed. Have also seen a few boards recently where someone tried to replace the chips themselves, but did a piss poor job and killed the CPU. Bummer.
