Clean board, had 2 caps on PP5V_S4 getting hot but not full short, after removing them and installing new U7560 I got 20V on charger but CPU core voltage does NOT go from 1V to 0.6 Tried good known bios with Medusa 3 also but same thing.

Ok some feedback, I reballed the CPU same problem, I have become proficient at doing this now, since that is the case and I have some of this boards here with shorted PCH or CPU I decided to do a CPU swap and same problem, so it is a bad CPU indeed, thanks a lot!
Board had a tiny bit of corrosion on U3540, replaced that and now it gets stuck around 0.360A steady no loop.
VCORE 1.8V steady, no LIO flex or SMC bypass same thing.
Already tried:

Raballed CPU

Thanks, at the end before I saw this post I left the working serial number and installed MacOS via CCC from a disk image and done, small updates work fine is just full upgrades that dont, this Mac will not update past Ventura so this should work for now.

Heating with good flux did not work, but booted once, that gave me hope so I did a complete reball of the CPU and now it is working constantly, thanks!
Tried with Full BIOS (clean ME) with changing serial number and the program I use automatically fixes FSYS checksum, I have used it for a while now.
Same exact problem.
Clean board, customer states that while trying to update Mac gave him an error and Mac wont install any new OS past Catalina, we tested and the problem we can replicate here.
Installing Catalina no problem, but intalling from scratch or updating past Catalina wont work it states that it is not...
Board came in before but worked after a few measurements taken, now it is back again.
When I trigger SMC_ONOFF the board almost boots all the way and CPU seems to start to work, but shuts down shortly after.
PLT_RESET_L pulses to when I trigger SMC_ONOFF
PM_SLP_S3_L = 0V, pulses once when plugging charger then goes down to 0V and stays there so no pulsing here, just made the commend for reference.
U1950 pins 7 & 3 both 0V no pulse
ALL_SYS_PWRGD 0V no pulse
Ok discover that R7121/22 were blown, Im not sure if it was cause my LIO board was old and a little bit corroded, after replacing those resistors and testing with a different LIO board still same problem.
L7130 and L7560 are steady all other 0V, no pulse.

I do get a drop pulse on PM_PWRBTN_L
PM_SLP_S4_L is 0V when I trigger SMC_ONOFF I get a fast pulse that goes up towards 3... volts then drops down to 0V

T2 was restored and clean install of MacOS via internet already done.
Mac only boots OS in safe mode, normal mode bar gets stuck and or after loading about halve way the bar and all else disappears and nothing happens after that.
