Are I2C_SMC_UPC_SCL 0.8V and I2C_SMC_UPC_SDA 0.9 voltage should be 1.2V compared to good board are this lines bad?

Clean board, when first came in one port had 20V and the other had 5V with battery connected, when checking the bad port PPVBUS_USBC0 had 0.5V when I as connected to the other port, after replacing UF400 that went away and now I have 20V on both ports but only with battery connected but 0A and...
Board now charges, but with new and original battery the Mac shows the battery condition as fair and with only 1% health, already did another DFU restore and the problem is the same.
Board was corroded around R5150, U6100 and U8160, all those chips were worked on and fixed, board worked fine for a few days and now it is back with PP5V_S4RS3 missing, diode mode here is correct.

OS was reinstalled clean via DFU.
Battery is recognized in OS but shows fair state and wont charge past 1% this is the original battery and it looks in good condition physically, exact same thing happens with new battery.

Upon further inspection I realized PP5V_G3S_CPU was only present in some part of the board, after making a jumper wire get connected to R8154 and now board boots up, your suggestions led me here, thanks a lot!

I do have ALL_SYS_PWRGD and L8100/02 voltages are too low, both those coils dont have caps at either end, both have a resitor R8118 and R8102 afther the coil, then after the resistor there are caps, I measured both ends a few times and get the same...
Yes ALL_SYS_PWRGD present at 1.8V and both coils were measured at both ends, I just realized that PCH is heating up a little, mac sits at 20V 0.181A after a few seconds of connecting power.
