Green light by jumping c6999 to u6901 pin 5 did it again and it worked maybe wasnt soldered right... Still no fan spin nothhing hot

Been trouble shooting one wire... u6901 pin 5 no voltage and c6908 no voltage tested for short and says OL. Maybe this was dumb i tryed jumping from c6999 str8 to pin 5 on u6901 still no green light. but should i have jumped this ?
