it runs off of battery and charges just fine. keyboard is fully responsive its just when its turned off and unplugged that it wont respond to the power button.
also tested in a known good machine and same issue
So this machine runs fine battery is detected and charging.
issue is it wont turn on unless power adapter is plugged in.
I cannot pinpoint the issue any ideas? This board had prior water damage and was cleaned by someone else.

well i think it was a power button issue. Maybe it was stuck somehow after pressing it various times the issue seems to have stopped..

So this is a macbook i fixed about a year ago initial issue was 2 damaged caps from possible water damage.
so customer tells me it wont turn on. I go look at it and I see the hard drive light is on but no life on the macbook as if its just restarting losing power and repeating.
i take it open...

ok so i noticed thunderbolt is tied to u2600 figured if thunderbolt blew it took that chip since the rtc pin was outputting 1v replaced and it powered on!
history is severe water damage i completely cut off the thunderbolt circuit and replaced everything that looked severely damaged also restored some power rails. reflowed smc which brought back charging orange light while battery connected. I do get a green light. so im down to the 3v3/5v_sus not...

pin 5 = 5.15v
pin 9 = 12.88v
pin 10 = 12.88v
pin 11 = 12.68v
pin 15 = 3.7v
pin 16 = 3.7v

update: ok so issue was the video cable was water damaged as well on display side swapped cables now it works!
pin 3/4 on edp connector are 5.15v without screen connected and resistor's connected to those pins measure fine.
screen unplugged d7710 pin 2 goes from mohm and goes up to kohm then restarts / pin 1 is 11mohm and goes up slowly
screen plugged in does the same as above.

I get a magsafe light and using original 85W apple charger. History of the board was water damaged but cleaned by someone else. i did notice some damaged components around and including R1410 area and have replaced and reattached traces.
