Just to conclude the thread, after fixing the resistor above, the ISL was overheating, perhaps a faulty one (after the replacement). I had to replace it again, everything started working as expected. Thanks a lot for the help.

R7962 is 1 ohm as expected R7961 is measuring 44 ohms even after removing it from the circuit. Replaced R7961 with a good resistor. Now power draw starts with 5V and switches to 20.1V, 0.0A. I will measure voltages further tomorrow, please let me know if this resembles a typical issue...

I think that's the case, between C7541 and C7500 pin 1s it is 0.5Mohm if I didn't measure it incorrectly. Will check again tomorrow. Thanks for the help.
