I am using a 85watt, and there is a battery plugged, but the battery may be bad,

would the mac come on without the battery with the 85watt?

I can only get it to start with the battery being plugged in, and currently do not have a second battery to test,

Yes, as long as it is a genuine charger.

How does the SMC area look like? Any corrosion around it?

You might be missing a S0 power line or have a power line thats out of specification
When probing this make sure the fan is spinning otherwise its not in a S0 state, so you might want to keep plugging the charger in and out to keep starting it back up.
So while the fan is spinning what are the voltages of:
- PP5V_S0
- PP3V3_S0
- PP1V8_S0
- PP1V5_S0
- PP0V75_S0_DDRVTT
- PP1V2_S0
- PP1V05_S0
- PPVCORE_S0_CPU
- PPVCCSA_S0_REG

Firstly go get an ORIGINAL 85W charger, none of that Ebay/Amazon garbage as it will not work half the time only an original Apple one!
Measure PPBUS without a battery connected, should be 12.56V.
