SMC not running. SMC_RESET high? Corrosion under SMC?

SMC_RESET is high 3,439V
No corrosion near smc, how do you see under, i remove it? and reball?

apply some flux and heat SMC, this will in some cases, get the crap out, if dont, you need to remove and reball or remove and relace SMC.... Do you know how this happen???? Any history???
