820-3115-B no data on sata shows no entrance sign when booting to system

tried with many cables and hard drives but i can hear like if it doesn't get enough power to read the data, kind of klicking sound on a known good drive. 99.9% board issue..where to start?

Does HD spins????? If yes, check for missing cap on data lines, 4 data lines from connector to U4510 and 4 data lines from U4510 to PCH... If does not spin check voltaje on pin 1 from J4501
