820-3115 green light, then replaced ISL 625 and now fan spins for 2 seconds

Hi there!

have 820-3115 that had corrosion around SIL 625 and only showed green light. . now have replaced that and the fan spins tempoarily and DC power supply indicates that it's going to boots but then goes back to dead

help appriciated

maybe i should try another ISL?
