820-3115 no PM_SLP_S3_L

Got in 3115 board. green light and charges but no power or fan spin. found
no voltage on pm_slp_s3_l
.09v on pp3v3_s0
no power on pp3v3_s0 enable
pm_slp_s3_r_l = 0v
p3v3s3_en = 0v
p3v3s0_en_L = 3.31v
p3v4_s0_ss = 3.34v

Could this be U1800 or smc?

What about PPBUS, 3V3_S5, history of the board?

G3h = 12.59v
pbus s5 = 12.59v
pbus s0 = 0v

3v3_s5 = 3.32v

liquid spill looks like it got a little everywhere, no obvious corrosion or fried parts. found a little corrosion on insn_hs_other_p but it has 12.5v.

Voltage on C1802/03. Clock chip corroded? Board cleaned?

3.3v on both c1802 and 03. y2605 had some rainbow looks on the top of it so i replaced that the clock chip and a few others near by that had crap on them just for good measures, still same problem. I have not cleaned the board yet been holding out until looked into everything possible first. i guess now would be a good time to clean it?
