820-3115 quarter fan spin

Im back with another 820-3115 board. First time I tryin to fix quarter fan spin repeat so not sure where to start.
No sign of water damage.

PPBUS_G3H 12.6v
PP5V_S5 4.95V
PP3V3_S5 3.3V

PPVCORE_S0_CPU 0V

History? R7402/03 checked? CPU Vcore not pulsing high as fan comes on?

no vcore at all. pp5v_s3 going up and down. shows short to ground after tryin to start but after a some minutes the short is gone

The "short" is just residual charge. No answer to the rest of my questions though.

dont have any history on this one. got it in seems to be washed already and just started with this board.

R7402/R7403 150K and 12.6V on pin2

After searching the board I found R2193 missing. Put it back and have fan spin.

Really hate this messed up boards. Have to test everything else now, seems to be some bad soldering around U7400 and lcd connector area and no chime.
