820-3115 SMC_PM_G2_EN Pulsing / Power Cycling HELP!!!

Hi Guys i have seen this problem on so many boards i have yet to fix one yet. is there something i'm missing ? U7200 is causing s3 / s5 rails to pulse which comes from SMC_PM_G2_EN signal i replaced smc and U7200 can't get it straight replaced clock chip same problem i would like to solve this issue but always end in a dead end.

Happens also when power good from U7200 goes down. Could be caused by short on 3v3_s5,s3 or s0. Also 5v_s3 and s0.
