820-3209-A macbook air CPU overheating

Hello,

I'm working on a 820-3209 board that is working normally, but within minutes of booting the CPU reaches well over 100 degrees, and even the heatsink becomes too hot to touch. It does boot into OS and responds normally, until it starts overheating.
Can there be reasons other than the CPU being broken that this is happening?
The board has been cleaned with ultrasonic because there were small traces of water damage.

The fan must at least start to run at full speed then. Also "well over 100C" The machine will thermal shut down at 105C.

Fan runs at minimum speed, but every ten seconds or so does a short burst. Sorry for not including that.
