820-3330-B Not powering On

Good Day Guys, i seem to have screwed up somewhere. After poking around too much i see that PPDCIN_G3H - went from 16v to less than 1v. it jumps between 0.4v and 0.7v constantly. seems like ive lost power to majority of the board.

Don't use comment, I don't see them,

Short to GND on 3V42?
