Does CPU Vcore pulse when the fan goes?

It does, yes. Pulses up to ~1.56v then to 0v again. Consistent.

Must be an issue with SPI data lines then. There are 12 resistors in total that need to be checked and also the traces! Check schematic around U6100

Could be clock chip U1900 or U1950 pin 8. Power cycling can be caused by anything really.
