820-3437 Green / Orange Light but wont turn on.

Following on from previous repair. This board had a new U7100, Q7130, DC In Board and DC Flex Cable to bring back green/orange light. It still wont turn on and I have the following:

PPBUS_G3H = 8.5v
PPBUS_S5_HS_COMPUTING_ISNS = 8.5v
PPBUS_S5_HS_OTHER_ISNS = 8.5v
PPDCIN_G3H_ISOL = 14.9v
PPDCIN_G3H = 14.9v

PP3V42_G3H = 3.42v
PPVRTC_G3H = 3.32v

PP5V_S5 = 5v
PP3V3_S5 = 3.32v
PP3V3_S4 = 3.32v

PP5V_S4RS3 = Dead / Pulsing
PP5V_S4RS3_EN = Dead / Pulsing
PP5V_S0 = Dead / Pulsing
PPVCC_S0_CPU = Dead / Pulsing
(The pulsing is so quick that the multi meter has trouble recording the values.)

No fan spin at all.

Nothing looks corroded here but I have checked all resistors, traces and continuity around Y1905, U6100 and U1900 and everything checks out.

Any help much appreciated.

U1950, Pin 8 = 3.4v

U6100 has continuity to everything it should.
Pin 1 = 3.27v
Pin 2 = 3.27v
Pin 3 = 3.32v
Pin 4 = GND
Pin 5 = 0v
Pin 6 = 0v
Pin 7 = 3.0v
Pin 8 = 3.32v

R6128 = 26.7ohm has continuity to R6113=15ohm and R6123=25ohm
R6127 = 43ohm has continuity to R6122=43ohm and R6112=15ohm
R6126 = 43ohm has continuity to R6111=15ohm and R6121=43ohm
R6125 = 45ohm has continuity to R6110=15ohm and R6120=43ohm

R6114 = 25ohm has continuity to R6123 and SPI_MLB_MISO
R6115 = 15ohm has continuity to R6122 SPI_MLB_MOSI
R6116 = 15ohm has continuity to R6121 and SPI_MLB_CLK
R6117 = 15.8ohm has continuity to R6120 and SPI_MLB_CS_L

It is possible but highly unlikely. If you have a donor swap the chip, ALWAYS keep a backup and put back original if there is no change.

If it's highly unlikely then I'd definitely prefer to exhaust all other options first. Any thing wrong in those pictures? Anything else to test or try before the BIOS? Cheers

I see nothing wrong. Power cycling can be caused by anything, it is the worst thing to fix. Only thing I can say is inspect for corrosion or damaged parts.

Cheers Duke, I will have to take another thorough look over everything. Last resort will be BIOS chip and if no joy, it's one for the bin or eBay...
