Green to Orange but no Boot on Macbook Air A1466

i initially was getting green to orange with no boot; replaced fuse f7140 (there were two small solder balls around it) and fan began to spin; i got the computer to boot once or twice but then nothing; the fan still spins; i disconnected everything and plugged it back in one at a time; the cable for the wifi that runs through the spine seemed to stop it from working; and u7190 im still getting 7 volts off of pin 3 so must be something else; when i replaced the fuse ; im a bit losed

wich board is this? Voltage on F7140? Resistance between pins 17/18 and 27/28 from U7100?

this is a air board 820-00165 im getting only 17volts on pin 1 of j7000. seems low since schematic is calling for 18.5 volts. f7140 is at 8.58volts; on u7100 i bleieve 3.5 ohms between 17 and 18 and 20.9 ohms between 27 and 28; thank you for replying. I am new to this; Im not sure if i measured the resistance between the two pads correclty. Please refresh me on how to do so if time permits. Thanks again.
