Macbook Air A1466 820-3209 LP8550 bad? Still boots using external monitor.

I am looking at a Macbook Air A1466 and after close inspection it looks to me like the LP8550 has a few balls fused together. The Macbook still booted up using an external monitor. Can the LP8550 be bad while still being able to boot using an external monitor? Or is the chip actually good because it would not display to a monitor without this chip working?

If you can see crap under the LP8550 it is bad, replace it. This chip does not affect external of course.
