MacBook Air "Core i5" 1.4 11" (Early 2014) - Backlight but no image, tried thunderbolt out still no image. No dong on startup. Tried resetting SMC, but no change.

PRAM reset will bring back the chime. These power up to a dark screen with backlight. Remove SSD and wait for the question mark.

Thanks as always. Okay got the question mark folder. Does this mean that it's a bad SSD or possibly a problem with the SSD slot?

Probably dead SSD.

is than anyway to test SSD without a similar or exact model MBA?

yes, use a usb caddy. look at the tools forum.

If the SSD hangs the system it is dead.

Okay got a new SSD and now the computer boots into recovery utility, and recognizes the new SSD but cannot format the new SSD.

First remove the existing partition, then create a new one.

Well it's going in and out of even recognizing the new PCI-E SSD. Is there likely a logic board issue?

No idea, inspect connector and caps in PCIe lines. Test drive in known good machine.
