MacPro early 2009 no boot

Hi,
i have a mac pro early 2009, don't boot (fan, noise hard drive but no screen, no chime).
i remove all hard drive, graphic card. when i press the button, i check the diag led when i push the button diag, i have only 2 led 5Vstby and SysPG.
when i remove the CPU, i have led 5V stby,PWROK,EFI_DONE and GPU OK.
Is it a processor problem? what kind of CPU i need if i must replace it? (write on CPU intel xeon 2,66Ghz/8M/4,80 3932A340 (like this:http://www.ebay.com/p/Intel-Xeon-W3520-2-66GHz-Quad-Core-AT80601000741AB-Processor/74108240)

I can pretty much tell you for sure it is not a CPU issue. The CPU riser may be bad though. There is no schematics or anything available for these. I tend to refuse to repair them or get one that had the case destroyed and swap the guts.
