[SOLVED]820-00165 no power

820-00165 have orange light. Does not boot or give a fan spin, but does smc reset. only issue i have found is L7560 jumps from around 3v to 0 (like it turns off and on very quickly)

how long is that "quickly"?
Could be bad Q7560 (you should also check if both gates are ok, sorry, you need an oscilloscope for that),
check R7516, R7546, C7588
also, if you're checking voltages with an oscilloscope, you're seeing "wobbly" voltage almost everywere
