[SOLVED]820-3437 has CPU power but CPU is not turning on.

This is a non-liquid spill board. I haven't found any missing voltages. The CPU has power but won't turn on (no heat). CPU voltage is slightly low at 1.7V. Fan sometimes spins up. When it does it goes on immediately like it would normally do when there is no CPU - no 3-spins-then-boot. Any ideas where to look next?

Fan should always spin if there is ALL_SYS good signal. If there is no further history on this board it could be absolutely anything.

What are the voltage lines that are needed to get a good ALL_SYS line? Mine was measuring fine but is now down at 1.4V.
