[SOLVED]823-3023 Quater Fan Spin.. Sometimes

This board started out with quarter fan spin. I noticed that one of the SPI_MLB_CS_L resistors was missing and when replaced the board turned on but a day or so later the quarter fan was back.

When heat was applied to the U6100 area the board would turn on so I dumped the rom thinking the chip was failing, cleaned the ME etc. wrote to a new chip and it turned on as expected. A bit later quarter fan was back and persists unless heat is applied to Q7920, Q7931, U6100 area.

Any thoughts?

Just power cycles continually until U6100 area is heated, afterwards it will turn on, chime, present image etc. Is it possible I over heated the new SPI chip and is now failing as well? There isn't anything on the other side of the board that's being heated as a result of U6100 targeting as far as I can tell.

U6100

Pin 8 steady 3.3v
pin 7 3.3v
Droop on all other I/O

Not clear what to look at on this one.

JTAG connector corrosion? Check all termination resistors in U6100 data lines. Also measure all traces between U6100 and resistors. Inspect clock chip for corrosion.
Put back original BIOS, the chip was fine.
