Lets start with getting PP3V42 back on track

Since you have PPVIN_G3H_P3V42G3H, U6990 should go on and be working. But only if R6995 is properly passing through the signal.

So:
Check R6995
PP3V42_G3H_REG resistance to ground ok?

Unlikely, but check C6991/96 for a short as well
If everything looks ok, give replacing U6990 a try.
