water damage 820-3115 with green light and NO POWER

Hello, I have a water damage 820-3115 that doesn't turn on. Most of the corrosion occurred on J6955 (BIL) and U3280 (t29 15v boost regulator). When I was checking the power rails I noticed that the S3 rails are missing. I also noticed that this line beeps to ground when I connect the magsafe. Is this normal? I'm assuming there is something wrong with this line rail is preventing this macbook from turning on. Can someone give me some input; not sure what else to do.

My voltages are the following:
PPBUS_G3H 12.52
PPDCIN_G3H 16.88
PP3V42_G3H 3.46
PP5V_S5 4.95
PP3V3_S5 3.29
PP5V_S3 0
PP3V3_S3 0

c1802/03 1v there is some corrosion near the smc. I have attached a pic

Should i try to inject 5v into PP5V_s3 to see if i can get the fan to spin? I remember having a similar post

im suppose to be getting 3v. It looks like the pch creates this line. so does that mean this board is garbage? lool

Why would the PCH create this signal? I see 2 pull up resistors and I can already tell you they are missing 3V on the supply side. Now you find the corroded via.
