Will an 820-00164 fan spin up without an SPI ROM attached?

Trying to troubleshoot a cycling board and I can't remember if it will power up without an SPI ROM attached. It was spinning up and went backwards when I messed with the ROM area.

afaik it will quarter fan spin

It will power cycle. Fan will not even have time to spin up in this state.
