820-4924 wont turn on

No visible liquid or corrosion damage, very clean. Only thing amiss was the badly cracked L7710 Inductor which I replaced.
charger lights up green to yellow, responds to SMC reset.

PP5V_S5 - 5.02v
PP5V_S4 - 0v
PP5V_S3 - 0v
PP5V_S0 - 0v
PPVCC_S0_CPU - 0v
PPBUS_G3H - 12.62v
PP3V3_S5 - 3.36v
PP3V3_S3 - 0.08v
PP3V3_S0 - 0.08v

I tried jumping the U8180 to get to a PRAM reset but no change in readings and still wont power on.
Where should I look next?

I have it on the charger now, we'll see if it goes to green in a few hours
