820-2879 not turning on

Have a 820-2879 board that had mild water damage. After replacing u7000 and everything else that had corrosion I now get a green light and the board attempts to power on when pads are shorted but still no fan spin.

ALL_SYS_PWRGD is 0.871 V and cpu/gpu get warm without a heatsink.

Could this be a smc issue?

ALL_SYS_PWRGD is pulsing, or steady 0.97V?

CPU/MCP get hot even without trying to power on?
That's no good at all.

F7040 voltage?

ALL_SYS_PWRGD is 0V when system off. When turning on its a steady 0.871V

CPU/MCP only get hot when turning the board on by shorting pads

F7040 12.60V

Nothing on L7220???

"L7260 5v"
Means PM_SLP_S4_L comes high.
So other voltages should be present; the ones controlled by that signal.
As DDR voltage, for example...

Also check if PM_SLP_S3_L is high.

"PM_SLP_S3_L 3.332v"
Means board is now in S0 state...

Please post voltage on ALL coils of the board.

After closer inspection i didn't like the way u7500 looked so replaced it.

I have fan spin now but its not booting up fully. When I turn it on the sleep light blinks once and nothing else happens. What can cause this?

yes, when using the bottom slot the sleep light will blink once and when using top slot it will blink three times
